Chevrolet (Chevy) Lumina 1996 Runs, looks great but no state inspection sticker

1996 White Chevy Lumina. My mother and I have owned it for 16 years; (I believe we are the 2nd owners), and has always been garaged. Very clean interior; smoke free. Was professionally painted 5 years ago. Must sell it 'as is' and/or 'for parts' because it can't pass inspection due to rusted rocker panels. I've been told this can be fixed for under $400. with used rocker panels, or even cheaper to fix with 2 pieces of metal that can be bent into form. I don't think the AC works. Has AM/Fm cassette player. ONLY 103,500 miles! (average of less than 5,200 miles per year). Tires are in excellent shape; back have 80% tread left, fronts about 60-70% left (see pics).
