Tow Truck GMC c5500 2004 189k

It salvage title and was rebuild by the last owner, but he didn't finish his work completely only 95%. I bought it because i check the engine is strong and low mileage. i expect to spend some money to finish with the truck and i can register to work with the IAA auction compan, but unfortunately that company they require tow truck has to be year 2005 and over. It was run and drive, but since it stand here for awhile it's not even start now. The bed is not working too. If you know how to fix it, you can make money by selling it back.
I'm selling this truck because I want the 2005 tow truck or upper than 2005.
