Car with no title .

This car was purchased to repair turns out the owner had a lean .I sent it to California DMV investigation and a car lot has the titl, we were told to come to an agreement between us two parties .We can not come to terms. The car is not able to be reported stolen .I have it legal I just can't get the title . Can be used for parts or turned into a race car or kit car. It could be moved far away and leaned saled out of state .Check you States laws on lean sales.The car has minor issues Brake lamps stuck on .rear window regulator on passenger side broke and is the cause must of hit the wire harness .I can move the window up and brake lamps go out. New headlamps and never been hit or had any body work .
