1969 buick riviera good for restoration

i just got this car on a package deal,guy said it will run with battery but it needs a starter which I bought but have not installed yet. the only rust I see is under the vinal top. the guy said it has new water pump fuel pump and distributor, body has some dents as shown and interior needs some lovein but will make a cool project. I have most of the trim for it ill throw in.car has a clear texas title but the car is in riverside ca
