1987 Ford F8000 Bucket Truck - Engine Bad - Bucket Good - Great Project

Quick Summary
This truck was fully operational until a fire in the battery box caused the starter to burn. The repairs started under one owner were not authorized by the new owners which caused the repair shop to file a lien. Now with a clean title the repair shop, the new owners were going to rebuild the unit. However, space and the city requires the truck to be removed immediately.
What we Know
Without a starter, it will not turn over, but experienced mechanics can see the overall condition of the engine.
Bucket, PTO, Hydaulic system is fine and functional.
