1998 Custom built HARLEY jammer

We have here a total custom built HARLEY cruiser here, ull of chrome and polished aluminium. Original owner passed away before he could fully complete the bike, as finished off at bike shops.. Has VERY LOW miles, 50 or less, ew battery. Only 2 issues with bike.. ONE, nder the seat the paint has started rubbing off.. TWO, t has been sitting a couple months and i didnt start it, nd now its having issue starting cause of something called wet sumping (not a big problem, nd is common in Harleys) but im having issues trying to get it started, f you know how to fix a Harley your in good hands.
